Enhancing capacity for participation in political, economic, social and cultural life often entails developing knowledge of the public framework as well as the ability to build partnerships.


The Commonwealth Foundation's Citizens and Governance Toolkit can be utilised by any individual, organisation or government office interested in developing their understanding of good governance. Good governance includes: the primacy of law, respect for human rights, the application of new public management systems and structures, transparency and accountability. It is of central importance to addressing many of the pressing concerns around the world. In this light, the Toolkit focuses upon:

The Commonwealth Foundation's Citizens' Education For Good Governance: Citizens' Education Action Learning (CEAL) Guide is written primarily for facilitators, trainers or community leaders in the field of citizenship and governance education. Civic education is not just teaching individuals about a specific body of knowledge. To be effective if should also include action and experiential learning. This is the aim of the CEAL Guide. Employing a participatory and interactive learning methodology it acts as a guide to promote discussion and learning through a variety of activities which can be adapted to a trainer's audience. With primary focus areas similar to that of the Toolkit, the CEAL Guide also includes a variety of case studies from around the world. 

The CEAL Guide and Toolkit are complementary tools for developing individual and organisational capacity for participation in good governance and democratic processes.
