Ministerial Meetings
Ministerial meetings are a feature of the Commonwealth System. They, along with the biennial Heads of Government Meetings, seek to build consensus on key issues and concerns of member states and give the mandate for the work of the Commonwealth Secretariat. Since the late nineties, there has been a gradual trend towards greater civil society participation in Commonwealth Heads of Government and Ministerial Meetings.
