The Theme
The Commonwealth Foundation is pleased to announce that the 2007 Commonwealth People's Forum (CPF) will be held in Kampala, Uganda 18 - 22 November 2007. The theme will be Realising People's Potential.
This theme was chosen by citizens of Uganda to bring a 'people's' element to the discussions at the Commonwealth Heads of Government Meeting (CHOGM) which will be represented by 53 nations and 1.8 billion people. In selecting this theme it was recognised that people remain the most important resource for development. Since the 1960s policy makers, advisors, and political leaders in developed and developing countries have been formulating and implementing strategies aimed at achieving macroeconomic stability, economic growth and poverty reduction. After four decades much work remains to be done.
The Context
The goals of development must go beyond the narrow objective of increasing per capita income. The challenges facing most developing countries are complex and multidimensional. They involve economic, social, cultural, political, and environmental factors which cannot be adequately addressed through isolated interventions. Low levels of investment in education and health are major impediments to growth and development. The natural environment, and the human impact on it, can also hinder development and economic progress. For these and other reasons intitutional accountability is essential. Failure on any of these fronts affects everyone, but it most heavily impacts those without power and resources.
Realising People's Potential calls for a holistic and people centred approach to transforming societies and economies.
Over the past 40 years many lessons have been learned. One of the most important is that in the right circumstances each and every individual can be a source of inspiration and innovation in the fight to eradicate poverty and develop opportunity.
Realising People's Potential therefore requires an integrated approach to developing policies, institutions and capacities that enhance the quality of life and meet the needs of every citizen.
